Mass and disparate incarceration continues to plague our communities, especially Milwaukee. What can we do? The State Bar of Wisconsin is taking steps to spark the conversation. Milwaukee County Circuit Court Judge Joseph Donald says the only way to address the problem is to start talking about it, to develop the language and defined terms that help people communicate on issues that can be hard to discuss, including racial inequalities and implicit bias in the criminal justice system.
